Victa mulch and catch has been around for quite a long time. I remember the first tv commercials for it being ages ago.
I did have a golden anniversary Victa a few years ago, which was mulch and catch, so that would put it at 2002 -50 years since Victa began in 1952 when Mervin Victor Richardson built his famous peach tin fuel tank prototype for his son.
So M&C has been around since 2002 or prior. I have a hunch it was introduced in the late 1990s some time.
