I have found the same thing - this guy actually looked after his reasonably well - it was relatively clean, air filter good and oil full and not disgusting.
I don't know why, but I always seem to end up with idiots trying to lowball, which is why a lot of stuff ends up staying in the shed. At least the mowers cost me next to nothing most of the time.
