This mower is an unknown to me.
It appears to sit in the second half of the 1960s.
I can only speculate about the question you ask ...
The Villiers Lightweight 4-stroke was pained all-white - including the crankcase.
It is possible the same applied to the Torque Major.
I know it's not a great answer to your question.
