Tiger this is just a standard MTD, I have dumped heaps of them, never had a catcher for one so I don't bother, just pull the motor and wheels off. I assume the lever you are talking about is the kill switch/engine brake, just tie that off against the handelbar and then you can play with the carby. With the air cleaner off run the motor and push the heel of your hand hard onto the carby, hold it till it slows down and is stopping, relesase your hand and repeat this process several times and it usually clears the carb. From there it is a case of working on the governor spring to get the motor to come back to an idle speed. Providing the motor is not smokey it is worth keeping and if you don't have a catcher, put the motor on a rover base or some base other than a Victa. I keep Victas just for 2 strokes
