This is an important question that has been poorly covered in these great forums.
The spacer (13) belongs on the LH side in a position described below.

The slotted bearing housing (15)must be positioned on the RH side but in the
correct position. The non-slotted hole faces the front of the mower, the
slotted holes at the rear.

Explanation:
The Model 45, as a residential mower, was still not quite a 'professional' machine.
The LH side bearing housing is not slotted so as to set a datum set-point -
meaning that the rear roller and bottom block (soleplate and bedknife) had a set
'angle of attack' for grass cutting.

The slotted RH bearing housing was designed to move the roller assembly up and
down
, so that there could be perfect alignment between the roller and bottom
block to match the set LH side. I hope that makes sense.

Failure to do this may result in the noticeable cutting of the grass lower
on one side. Some folk have tried to correct this by re-aligning the front
roller. This should not be done before checking the rear roller alignment.
This is not complicated, but a procedure should be followed.

To align the rear roller a simple alignment straight-bar may be needed,
or any method to measure and align the LH and RH relationship between the
bottom block and the rear roller. This is the start point.

If you cannot make a straight edge and gauge screws then ...
You could do this on the prized mahogany dining room table, but be
careful not to attract attention from ... 'she who must be obeyed' laugh
