Hi Dan, I think that is about what you can expect, not having a primer on them to squirt a bit of fuel in is the problem, you have to rely on the choke to create enough suction for it to be able to draw enough fuel in to get it to fire. If you spray a bit of starter fluid onto the air filter you will most likely find it will start first pull. I bought a new Victa Corvette with a Honda motor on it some years ago and from day one it required a squirt on the filter to get it to start if it had been sitting for anytime. Hot start fine
