+1 to aussietrev on that cable - I'd say it's not moving the governor control lever [part 1 in the diagram below] through its full range, particularly at the idle end. It doesn't look like anything is bent out of shape on the lever, though.

Single spring [i.e. idle is not governed] is correct for that engine, as in this diagram from the Briggs #270962 Service Manual:
