The edger channel cover was always plastic.

The thumbscrews were the early setup, when Victa was promoting the use of the edger channel as a washdown port. The clip was used later on.

This was the washdown procedure, as I recall it:
Back off thumbscrews, insert end of hose, nip up screws enough to hold the hose end. Then run the engine and hose, to wash down the underside of the deck.
