I still think that the rings are worn. Did you download the information from the parts list and manuals area of the forum?

It is a real help in repairing the motor. The power torque are easy to work on normally and if you have to replace the rings I would also replace the bearings as well plus the 'O'ring under the starter. The total cost of parts would only be about $60.00.
