If you could get some pics up under that cowl to show what you are talking about it would really help, to me this sounds like a home mod somewhere in this mowers history when someone had no short bolts, being a side starter, a user raising the dress cowl would not interfere majorly with operation. I certainly cant think of having seen spacers under there on any models ive wirked on.
