I can't be much help with resistance etc. it's not the way I work, or the mesurments I use.

However, I'll run you through my checks:

Take the spark plug off, and rest the metal tip of the lead 3mm from the head (use a clothes peg if needed)

Set it up in a shady place, and give it a few good pulls (make sure to remove and isolate the kill wires) and see what happens.

If you haven't got anything that way, check the points, are they clean, and flat, if they are dirty or rough, clean then up with emery paper, and reset the gap, if they are badly pitted, they need to be replaced (I can help here)

If the points seem fine, or you do the above, and nothing happens, let me know, I will send a second hand condenser and coil, or you could buy them from the outdoor king online store, brand new if you like.

I personally get my hands on both if i get to that, and then try the new condenser with the old coil first, and then the old coil with the new condenser, that way i save any good parts.

Let me know how you go, I'm happy to give you the coil and condenser for free (Just cover postage) but i will just be going to the pile, and pulling a lead to see what scrap mowers have 3mm gap spark, i cant guarantee they will last, so if you want to buy the new ones from the store, that's fine too.
