I think Ty summed it up best.
You do not need to touch the float bowl till last.
First test the tap to see if it leaks when off. New tap is less than $10 from bunnings. Seen this fault with quite a few Victas, engine is flooded before you even go to start it.
Then will the carb not leak out the primer with the fuel on and engine stopped? Give it about a minuite, maybe a bit longer. The motor should not be stopped for anymore than about a min before the fuel tap is turned off.
If its good, no need to take the face of the carb off.
The float and needle is a basic design, almost to the point of being crude.
