Rob, welcome to Outdoorking. Victa has used a lot of model names for its mowers over the years, and I think most of us do not identify them by that name in most cases unless they are of an unusual, specific type. Can you tell us something about the mower, please: type of engine (it's probably either a Victa 2 stroke or a Briggs and Stratton 4 stroke, but then there are details after that), width of cut, whether it uses a grass catcher, and whether it is self-propelled or you push it manually. A lot of this can be encapsulated in a picture: if you can post one or more, we'll be a lot closer to all being on the same page.

Because your Victa doesn't run, I'm guessing you are mostly interested in the engine, so please focus on that. If it is a 4 stroke it will probably have a Briggs and Stratton identification on it, and that will probably have a number that asserts its power or torque output. Somewhere on a B&S engine it also has a long string of numbers that tells us everything about it including the assembly operator's shoe size (well, almost). There is also a small risk that you have been unlucky enough to get a Tecumseh 4 stroke engine. If it is a 2 stroke it will have been made by Victa themselves, and depending on age will either be a full-crank type or a cantilevered crank type known as "PowerTorque". If you can give us some details along those lines, we can get a dialogue underway.
