Hi Joe
The mower cut is 16" and it is 98c.c. I could not spot an engine number but perhaps i'm not looking in the right place! It looks as if the handles are bolt into place and don't appear to fold down. Perhaps the handle was broken t some time and was permanently fixed in the upright position.
This mower seems to be causing some mysteries. The makers plate is screwed to the top of the blue cover over the blades. Sorry I can't be more technical Annie
