Hi Mick If you look at the photo in this link on adjusting the fj180 governor it looks like the choke linkage is on the throttle (see the spring similarity). when you put throttle on choke, does it open the throttle? On page 2 it also details the choke adjustment (step 4 RHS) https://www.ybravo.com/pdf/Service%20Tips%20Kawasaki%20Throttle%20Adjustment.pdf
