In the eighties I was talking to mechanics that worked for the Parks department and they said ever since a member of the public at a park
got hit by a flying blade ,the government no longer allowed government employed mechanics to reuse old blade bolts so every time blades were changed new bolts were always used.

I guess if you worked at a mower shop or you're a contractor and used secondhand bolts and someone was killed ,you could be sued.
