Hi Hepsibar , I've never researched these push mowers before so can't say I know much about them. This mower looks like a Model H MK1 Qualcast between 1930 and 1950 , I know there was a 12 inch and a 14 Inch mower made in west Footscray Victoria. https://collection.maas.museum/object/350569#ixzz176LFBb3USomeone else may know more about this mower.
