The swivel wheels at the front would make the mower turn easier but I'm not convinced they are necessary
as the 24 doesn't have steering standard and the 24 front wheels are about the same size as my 20 inch tow mower
,the mowers don't have a problem slightly skidding across to turn a bit like a four wheel trailer when it turns except
mower wheels are a lot smaller than trailer wheels and the much lighter mower turns without a problem,the front of a
24 if fairly light I don't think it would have a problem slightly dragging to turn.
The tow mower can be a lot bigger if necessary ,nothing stopping you towing 2 or 3 mowers or using a 38 inch mower deck
off a ride on to make a tow mower.
A lot of the tow mowers I see don't need steering.
