Thanks for your help there Tyler that link to YouTube was very detailed and gave me a lot of idea what I was in for.
I appreciate your input too Norm as it gave me a good starting point on what the problem most likely was and my options.
I decided to go further and clean out as many passages as possible with carby spray. I ended up tearing away a section of the gasket for the diaphragm trying to peel it off (see pic), but I decided to screw it back on and hoped tightening it down would keep it together enough to seal ok without having to replace it!
In the end the engine started right up and it works well. The neighbour was pleased and so was I.

Ahh, if only victa had kept producing the thumblatch catcher series, they would be in better shape today!
