For the head gasket, you should be using this:

As Tyler pointed out, the white plastic piece in the fuel tank is part of the fuel cap. Turn the cap upside down, place the plastic rim side down in the centre of the cap, and push gently to click it back in place.
The blade friction washer part number is CA09347A, however, in the brief searching I've done I can only find them as part of a replacement blade/bolt kit. The part number for this kit will differ based on the width of your mower and the length of blades required. In my opinion, the friction washers are a good component to have installed. They stop the blades rattling, and provide additional friction to prevent them from swinging too far off course.
Keep in mind that Victa is currently of the mindset that because the 2-strokes are no longer sold and are not a current line, all current service part numbers cover all PowerTorques, regardless of the age of the mower. So you can take the most recent PowerTorque engine and may require a replacement component, and the oldest PowerTorque engine and require the same component, and Victa will give you the same part/number for either mower.
